feet<br \/>\nDistance from nearest residence:\u00a0139 feet<\/div>\n<div>Reversion:\u00a0SLUP revoked if site not operated by T-Mobile for 24 months<\/div>\n<div>Contemporaneous variances:\u00a0None known<\/div>\n<div><strong>Staff Comments:<\/strong><\/div>\n<div>Please click for <a href=\"http:\/\/zoning.comdev.cobbcountyga.gov\/2008-08\/preliminary_zoning_analysis\/08-2008_Preliminary_Zoning_Analysis.pdf\">Preliminary Zoning Analysis<\/a><\/div>\n<div>Please click for <a href=\"http:\/\/zoning.comdev.cobbcountyga.gov\/2008-08\/final_zoning_analysis\/SLUP-015-2008.pdf\">Final Zoning Analysis for August<\/a><\/div>\n<div>Please click for <a href=\"http:\/\/zoning.comdev.cobbcountyga.gov\/2008-09\/final_zoning_analysis\/SLUP-015-2008.pdf\">Final Zoning Analysis for September<\/a><\/div>\n<div>Previous Zonings:<\/div>\n<div>SLUP-8, June 2008<\/div>\n<div>SLUP-14, June 2006<\/div>\n<div><strong>Staff recommends:<\/strong><\/div>\n<div>The applicant\u2019s proposal is located in an area designated as Public Institutional on the Future Land Use Map.\u00a0The property is located in an area that contains single-family homes, a horse farm, and is fairly close to the Avenue at East Cobb.<\/div>\n<div>\u00a0For cell towers, non-residential sites are encouraged, and the use of platted lots in residential subdivisions are discouraged, which this proposal complies.<\/div>\n<div>The tower is setback it\u2019s full height from all off-site residential structures, and is designed for additional co-locations, as required by code.<\/div>\n<div>The tower look, or profile has changed from a typical tower with exterior antennae, to a stealth unipole, which is much more aesthetically pleasing.<\/div>\n<div>Additionally, the property is on a four lane divided highway that already has very tall power lines along the road.<\/div>\n<div>Based on the above analysis, Staff recommends <strong><span style=\"text-decoration: underline;\">APPROVAL<\/span><\/strong> subject to the following conditions:<\/div>\n<ul>\n<li>Site plan received by the Zoning Division on July 2, 2008;<\/li>\n<li>Fire Department comments;<\/li>\n<li>Stormwater Management comments and recommendations; and<\/li>\n<li>DOT comments and recommendations.<\/li>\n<\/ul>\n<div><strong>ECCA position:\u00a0<\/strong><\/div>\n<div><strong>(August) <\/strong><em><span style=\"text-decoration: underline;\">Recommend denial &#8211; or continuance<\/span><\/em><\/div>\n<div><em>We think the East Cobb community would benefit from seeing a master plan (including long-range coverage goals) from T Mobile rather than merely addressing each tower proposal on a piece meal basis over the next few years<\/em><\/div>\n<div><em>We have heard several complaints regarding how the variance signs were posted at the extremes of the property boundaries<\/em><\/div>\n<div><em>We also heard comments that certain church management personnel did not accurately answer question regarding this project<\/em><\/div>\n<div><em>Members from threes subdivision attended the ECCA general membership meeting to voice their opposition and concern (Shady Hill, East Hampton and Princeton Lakes)<\/em><\/div>\n<div><em>Why not locate the tower closer to the church? \u00a0\u00a0Church should benefit fully from the full aesthetics of the project<\/em><\/div>\n<div><strong><em>(September) <\/em><\/strong><em>Recommend denial:<\/em><\/div>\n<ul>\n<li><em>In no uncertain terms, this is institutional use adjacent to residential neighborhoods without any traditional step down zoning<\/em><\/li>\n<li><em>Applicant should present a comprehensive plan that shows 3 month to 5 year expansion of coverage, so that overall impact on the community can be assessed and the need for alternative locations evaluated more appropriately<\/em><\/li>\n<li><em>As the churches begin to profit from these leases \u2026 who will line up next for the opportunity to participate in this passive income generator<\/em><\/li>\n<\/ul>\n<div><em>We would like to remind the board that SLUP-9 (May \u201905) was withdrawn by the applicant as a result of strong opposition from Princeton Lakes and other members of the community.\u00a0Many of the points raised above were surfaced then.<\/em><\/div>\n<div><em>It wasn\u2019t good zoning then, and it\u2019s not appropriate now.<\/em><\/div>\n<div><strong>Planning Commission (August, unofficial): \u00a0<em>CONTINUED\u00a0<\/em><\/strong><em>until the September 2, 2008 Planning Commission hearing.<strong>.<\/strong><\/em><\/div>\n<div><strong>Planning Commission (September, unofficial): \u00a0<em>APPROVED <\/em><\/strong><em>with stipulations<\/em><\/div>\n<div><strong>Board of Commissioners Action (unofficial): <\/strong><em>\u00a0<strong>Denied.<\/strong><\/em><\/div>\n","protected":false},"excerpt":{"rendered":"<p>T.
