ECCA recommends:  Oppose.  The previous LUP was grandfathered and this residence was used as an office for 20 years in this location.  A land use permit is for a piece of property to be temporarily used for a non conforming business.  The LUP clock should not reset when a new business tenant moves in.  It should stay with the land. We recommend denial.
