About the East Cobb Civic Association

Established in 1982, the East Cobb Civic Association, Inc. (ECCA) represents approximately 9,000 households throughout East Cobb County. ECCA is a forum for neighborhoods to hear from representatives of government and community organizations on important issues. It also provides a network where Homeowner Associations can share information concerning the management of their subdivisions. As a coalition representing the interests of the entire community, ECCA has been instrumental in shaping county government policy and decision-making to improve the quality of life not only in East Cobb, but throughout the county.

Review Bylaws and determine if ECCA actions and procedures are in compliance. Recommend changes and oversee that changes are properly authorized and legislatively compliant.

Distribute code amendments to board when county proposes code changes, usually quarterly. Make initial recommendation on changes to board for discussion. Lead discussion at general membership meeting. Write up recommendations to go to Board of Commissioners.

Adopt-A-Mile Subcommittee:

Interface with county on Adopt-a-Mile dates and arrange for pickup of bags. Store the ECCA vest and bags used in the pickup. Inform membership of other Keep Cobb Beautiful events.

Safety Appreciation Subcommittee:

Promote and provide periodic recognition of East Cobb’s safety personnel through luncheons and other such activities.

Comprehensive Plan Amendments

Distribute comprehensive plan amendments to ECCA board, usually annually at the beginning of the year, and make initial recommendations for discussion. Write up recommendations to go to Board of Commissioners.

Reserve meeting rooms for board and general meetings. Arrange for refreshments (coffee and/or water and cookies) for general meeting. Alert Police Pct. 4 if speaker is government official and/or likely to draw a capacity crowd.

Develop a list of qualified candidates for the Board of Directors, mail and/or electronically distribute elections ballots, count and verify the votes cast.

Promote ECCA meetings via various news outlets, and inform membership on key county and community activities through the monthly email blast. Update and maintain website. Provide advice and counsel on media relations matters.

Zonings/Variances/OBIs

Review monthly zonings/variances/other business items and select which ones ECCA will take a position on. Determine case managers. Write summaries for distribution to board and general membership. Write ECCA recommendations for Planning Commission, Board of Zoning Appeals & Variances, and Board of Commissioners. Present cases at the board and general meetings. Present our position at the Planning Commission and Board of Commissioners meetings as deemed necessary.
